One obvious problem faced by the Bayelsa State at inception of 1st October 1996, was the absence of a tertiary institution. Realizing the importance of education to a society and the need for a post-secondary institution, the first class Civilian Governor of Bayelsa State, directed the then Commissioner of Education Mrs. Agatha A. Goma to submit a memorandum to the executive council requesting for the establishment of a university. Consequently, the Chief D. S. P. Alamieyeseigha led administration established the state-owned university to be known and called the Niger Delta University. The governor went ahead to appoint a ten-man action committee under the chairmanship of Prof. John C. Buseri to draw up the blueprint for the establishment of the university. Other members of the committee were Dr. Emmanuel A. Isukul, Dr. Nelson Brambaifa, Prof. P. B. Johnnie, Prof. T. M. Oguara, Prof. M. E. Abowei, Dr. (Mrs.) A. F. Afiesimama, Mr. P. I. Apreala, Mr. J. F. Fekumo and Mr. D. E. Whyte. The terms of reference of the committee were:
- The identification of the basic requirements for a successful take-off of the university.
- The proposal of an achievable realistic action plan for the steady growth of the university.
- A proposal for a workable guideline for the appointment of a Governing Council.
- A work plan for phase implementation strategies for a smooth establishment of the university.
- Proposals for measures that would ensure the quick recognition of the institution as a centre of excellence.
- Proposed measures for self-sustaining economic viability, and
- To advice on the most cost effective and fastest means of achieving set goals.
Although, the professors (excluding the chairman) declined to serve, other members swung into action immediately. It met twenty-six times between 31st March and 25th May 2000 and produced a report which became the working document for the establishment of the Niger Delta University. Following the submission of the report by the committee, the Governor submitted the bill for the establishment of the Niger Delta University to the Bayelsa State House of Assembly which passed it into Law. The Governor accented it in April, 2000.
