Finance and General Purposes Committee
1. Membership:
- Pro-Chancellor and Chairman of Council – Chairman
- Vice-Chancellor
- Deputy Vice-Chancellor
- Six other members of the council appointed by the council, two of whom shall be selected from among the four members of the council appointed by the senate and one of whom shall be selected from members of the council appointed by the congregation.
Secretary: Registrar Quorum: Five
2. Terms of Reference:
- To exercise, subject to the directions of the council, control over the university and perform such other functions of the council as the council may from time to delegate to it.
- To regulate its own procedure subject to any directions given by the council.
Development Committee
1. Membership:
- Vice-Chancellor (Chairman)
- Deputy Vice-Chancellor
- Registrar
- Three representatives of the council
- Deans of the Faculty
- Bursar
- University Librarian
- Four representatives of the Senate
- Two representatives of the Congregation
- Such other persons as the Vice-Chancellor may nominate from time to time for professional advice a Director of physical planning
Secretary: Deputy Registrar Quorum: One-third including not les than one member of the council and two Deans.
2. Terms of Reference:
- To advice the council on the financial, academic and other aspects of the development of the university.
- To formulate and review policies, and establish criteria, with a view to recommending to council the order of priorities in the university’s development (including strategic plans) and to keep the policies under constant review.
- To review comprehensively from time to time the development of the university and to make recommendations to council as to what changes that are necessary in the academic organization and administrative structure.
- To scrutinize the annual estimates of expenditures submitted by the various units of the university, and to modify them, where necessary for presentation to council.
- To consider all request for authorization of significant expenditures in excess of approval annual estimates, and to make recommendations thereon to council.
- To administer the Senate Research Fund and to authorize applications for grants for research or other purposes before such applications are submitted to grant-giving agencies.
- To perform such other functions as council may from time to time determine.

Quorum: Two-thirds of membership
2. Terms of Reference:
- To open tenders for advertised jobs
- To negotiate contract sums
- To make recommendations to Finance and General Purpose Committee
